The Headquarters Comes Before the Build Site

A permanent project needs an owner

In Frontier Logistics, a Headquarters is the permanent base that anchors a regional economy. Its local Stock holds physical materials, its Management and Service Network bound what that region can support, and its Works Queue determines which permanent projects receive construction capacity.

That makes the Headquarters more than a convenient menu. When the player plans a Facility, Road, drainage route, expansion or repair, one exact Headquarters has to sponsor the result and carry its material and organizational consequences.

The owner used to appear too late

The earlier construction flow began from a broad global catalog. The player could choose a result and a footprint first, while the game found an eligible sponsoring Headquarters afterward. This made the map target look like the main decision even though the local Stock, Management limit, Service Network and construction queue belonged somewhere specific.

With more than one Headquarters, that order hid an important trade-off. A location might be reachable from one region but not another. One Headquarters might have the materials but a busy queue; another might have capacity but lack the required service reach. Discovering the sponsor only after choosing the site made those constraints feel like late blockers instead of deliberate planning choices.

One selected Headquarters owns the whole authoring sequence

In this recorded build, the player first selects the exact commissioned Headquarters and opens its Construction surface. From there, the player chooses a permanent result such as a Facility or a piece of infrastructure.

The spatial part stays on the map. Depending on the result, the player chooses a footprint, draws a route or identifies an exact target. The preview then keeps the same Headquarters attached while showing the known result, material bill, work, local custody and relevant Management, Service Network or queue consequences. Approval enqueues the Project in that Headquarters' ordered Works Queue.

The sponsor does not change silently during this sequence. If the selected Headquarters cannot support the chosen target, the Project remains blocked without changing the world. The player can then revise the target or explicitly select another Headquarters and begin from that region's actual constraints.

The strategic choice happens before placement

Fixing the sponsor first turns permanent construction into a regional commitment. The player is not only asking, “Where should this building go?” The earlier question is, “Which Headquarters should spend its materials, service reach and limited Works capacity on this result?”

That ordering also keeps later consequences readable. When a Project waits for materials or work, the player already knows which Stock and queue own the delay. When several regions could build the same result, choosing between them becomes part of network planning rather than an automatic decision hidden behind the map click.

How to read this earlier frame

The attached image records the first stage of that sequence in an August 6 development build. Cluster Headquarters #1 is selected on the map, and its Construction panel is open. At the top of the panel, the same Headquarters is named as the exact sponsor, Stock owner, Works provider and queue owner. Below it, the Facility choices expose their material and work requirements before any footprint is approved.

This single frame does not show the later map Draft, exact preview or enqueued result; those states were recorded in the same gameplay sequence. The selected-Headquarters construction rule remains in the current design, but direct selection, exterior access, interface wording, balance and final visuals are still being developed. This is an earlier development record, not the newest build or a release-complete interface.
